Buster (Last name is Baxter) is a close friend of Pepe in the context of Froglaughing.

He is a rabbit often seen standing and laughing with Pepe, wearing a blue jacket with a turquoise sweater and a white dress shirt. It is speculated that he is an older incarnation of Buster Baxter from the television series Arthur. His smug aura and lazy eyes are noted for their ability to instantly BTFO nusoicacas.

The original froglaugh image was generated by bing ai. According to the creator, he originally wanted it to show Pepe next to the character Mr. Morris from the cartoon Arthur, since Morris is the dog used to depict jannies. However, the AI didn't recognize the character and instead generated Buster from the same cartoon in his place, thus introducing Baxter to frog culture ever since.[1]
