In regards to 4chud: I did some testing and found out that using mobile data on PC triggers a ban message, whereas using mobile data on a phone doesn't. Meaning the post may or may not go through depending on whether you have a mobile useragent or not. This may even mean that there's useragent based bans or something.

Needs peer reviewed studies or something.

Israeli IPs do get range banned on 4chud. before they added the mail registrations pelephone(mobile service provider) was range banned and some of partner’s(ISP) IP ranges were also range banned.
