From a cursory search looks like the glitch is caused by Soot using -coalesce and -deconstruct to resize images into thumbnails in Imagemagick.

I couldn't replicate it faithfully in the current version of Imagemagick, though.
magick convert shantae.gif -coalesce -resize 181x255 -deconstruct bad.gif
It's clear that the issue is vaguely how the preview disposes of frames, but I couldn't replicate the sheer chaos.

- It's a result of using -resize *without* -coalesce, any only works on GIFs rendered with optimization. The animation spazzes out because only the "moving" parts of the frame are stored. The "resize" command forces these fragments to be the same size as the output image. Coalesce forces all the frames to be redrawn in full.
