Unfortunately, I do not have edit perms yet for semi-protected articles so I am creating an discussion because of that.

Essentially, I think we should clarify the timezone used on the clock. That way there is no second guessing what the correct date time should be. I believe this to be UTC as from the media wiki system time, but correct me if I am wrong.
