(editing on mobile so IDFK how to do this properly) basically DARPA is the Department Of Defense (or war if you care about names) Research Agency and has had a hand in basically every military technological project ever since the 40s or something. DARPA itself is very small with maybe 200ish people according to normal Wikipedia but generally oversee everything military.
