The SoyBooru Senate was an assembly of Ϫ (rounded up to 7) elected representatives who served as a mediating body on SoyBooru referendums, whose primary duty was to discuss and deliberate the consequences of passed referendums before being implemented, and should they been deemed unsuitable to veto the referendum.

All senate members pre-dissolution.

History

Following the creation of SoyBooru referendum system by Cobblestone, a flurry of referendums would surface intending to effectively ban members of the site's administration from using the site, most notably the one banning Mustard using the site was passed but failed to be implemented, sparking calls for the referendum system to be entirely reworked or scrapped outright.

On June 27, 2026, the constitution for the SoyBooru senate was posted and voting began to an immediate influx of support and senatorial candidates posting about their bids for senator in the metadiscussion section of the Boorum. The following day the referendum passed and the senate was implemented into the official rules, and users would begin entering into the race.

Polling was held and among the top contenders for senators were Gold, Hate, H3K, muscular_engineer, CobsonTALKS, Turrican, and Hans_Amsler.

On June 30, 2026, after a spree of low quality senate election advertisements flooded the gallery, senate election posts were banned from the gallery with violations resulting in a 1 day ban.

Constitution

Rule 15: The Soybooru Senate shall be created in accordance with the following sub-rules.

1. The Soybooru Senate shall consist of thrembo Senators, rounded up to 7 to prevent tied votes.
2. The Senate shall have the power to approve or deny referendums. It shall choose among itself by majority decision whether to approve or deny them. No referendum shall be passed without the approval of the Senate, regardless of the results of any popular vote attached therein.
3. Election: If the Senate lacks any number of members, they shall be elected as follows: The longest-serving Senator, or (if there are no Senators) an admin, shall make a forum post asking for senatorial candidates. Users may recommend themselves or others as candidates on their behalf. After a three-day period, a vote with each candidate listed as an individual choice shall be held. Senatorial election votes shall have options "Multiple Choice" and "Display Voters" enabled, with an expiration time of 72 hours. When the vote expires, vacant Senate seats shall be filled by candidates in order from most votes to least until all vacant seats are filled.
   In the event two or more users are tied with the most votes for any Senate seat, a runoff vote shall be held for this seat containing only those users as candidates, but otherwise conducted in the same manner as other Senatorial elections.
4. Recall: Individual Senators can be recalled at any point, for any reason, by a forum post demanding such action and containing a vote of at least 100 votes with 75% or greater "yes". Recall votes shall be posted in the same manner as referendums but with the option "Display Voters" enabled. If a recall vote is successful, the recalled Senator shall immediately cease their senatorial duties and be removed from the Senate. The Senate shall not veto any Senatorial recall.

How it works

Due to how poorly written and confusing the original constitution was, the senate has been reworked multiple times by Mustard himself. When someone creates a referendum, which must be labeled as either [forum] or [booru] depending on which part of the site it affects. Instead of users deciding the outcome through a direct vote, senators vote on the referendum, publicly explain their reasoning, and may follow or override popular opinion, but Mustard retains the authority to dissolve the senate, invalidate referendums, and disregard proposals. This was done so that senators have power to accomplish things but not give them unreasonable amounts of power like the original constitution proposed.

Potential constitutional issues

Referendum lockout

Due to the wording within the Senate constitution, it may be impossible to legally pass referendums anymore, as subsection 2 of rule 15 states that:

>No referendum shall be passed without the approval of the Senate

This would imply that all referendums are inherently "unpassed" until the senate approves them regardless of having achieved the requirements needed for passing, and therefore cannot be voted on by the Senate as they can only vote after a referendum has passed as clarified by Mustard.

Indefinite abstention

The senate has no mechanism to handle abstentions within voting in the senate, meaning that a malicious senator could indefinitely stall voting on a referendum by refusing to vote on the matter, resulting in a tied vote.

July 2026 Senate elections

On July 1, 2026 senate elections began, slated to finish on July 4, 2026.

Aftermath

Immediately following the end of the election on July 4, 2026, senator Gold would call for the unpinning of the initial referendums thread, claiming that the senate existed to approve or deny referendums regardless of vote share, this was met with a large amount of backlash from other users as Gold failed to even understand what his role as senator even was and the rules regarding how referendums work, resulting in him getting threadbanned from the referendum thread.

A constitutional crisis would emerge as senator muscular_engineer would claim that the senate was in fact able to pass referendums that received 100% no votes, despite the senate rules never stating that the senate can nor should be able to do this, and the discovery that senators are able to indefinitely stall referendums by abstaining from voting.

Senator Gold would later attempt to claim that Mustard had granted senators a 1/7th vote in all referendums from one comment he made stating that the senate would "[...] convert referendums into a republic focused system", implying that senators were chosen representatives to make choices on the behalf of voters. Mustard would then go on to state that he had changed his mind on the republic system and that senators had to have referendums passed in order to do this, causing senator Gold to leak his clitty all over the boorum and get forcibly removed as senator by Mustard after having admitted to trying to use the senate to install himself as an admin, he served for a total of 4 hours. Funnybenny18 was then chosen as Gold's replacement by Mustard. CobsonTalks would attempt to bring Gold back as a senator but this did not work as he failed to properly format the referendum.

Senator muscular_engineer would also attempt to amend rule 15.2 in order to let senators pass referendums without the need for a poll and turn the senate into an oligarchy. However this was met with overwhelming backlash from most users.

The Poopocaust

Dozens of literal who's would commit suicide via janny and get themselves banned for posting poop a rule created via referendum, including former booru admin Cobblestone. All of the poop bans forced Mustards hand to nullify all previous referendums and re-work how the entire system works. All previous referendums were to be wiped and considered null and void, with everyone who was banned from these referendums being unbanned.

This was later reverted and all people who were banned for poopposting were unbanned, including (((Gooner))) , who was previously permanently banned for posting scat porn nudes of herself.

On July 10th, said that she "admited" that she was 16 years old in her own bio, causing a massive panic attack on the entire 'booru due to the implications of users having seen actual 'p if it was true, and the possibility of Cloudflare nuking the entire site. However, later it was said that she was actually an adult but lied about her age, but due to how ambiguous the information about the topic was, she was banned permanently for "being a minor", and allegedly all media related to her was cattywiped for rule 2. This whole situation ended up worsening Mustard's image, as people pointed out that she should have been banned permanently from the start and not banned and unbanned constantly, and the fact that Mustard did not ban autisticnuswa1488 for spamming the material in question despite being asked for.

Well, that was quick.

The Senatecaust

H3K loses his senator role, as other senators do

On July 7, 2026 the senate was dissolved entirely by Mustard. His reasoning behind it was that it was too large of a scope to reasonably work. The senate would only end up lasting 3 days after being implemented. Coemskong, one of the 7 senators, demanded Mustard to resign over this incident and doubted over the reasons Mustard gave to shut it down.
